BASIC FUNCTION:
Provides programmatic support to the Office of Compliance and Enforcement ("OCE"), under the general supervision of the Office Director and/or Deputy Director performs any combination of the listed duties and responsibilities described below. Frequent travel required.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Participates as required, in the on-site investigation of complaints and inquiries received from the public, the Office of Inspector General (OIG) and other sources regarding recipients of LSC funding; serves as team leader during on-site reviews; conducts assessments to enforce the LSC Act, regulations and appropriation riders; and drafts reports pertaining to on-site findings.
Evaluates fiscal program performance through the review of findings included in recipient audited financial statements and makes recommendations for follow-up corrective action to be taken.
Promotes improvement of the grantees' capacity to provide high quality, effective and efficient legal services, through enforcement of the LSC Act, regulations, appropriations riders, and Accounting Guide for LSC Recipients.
Reviews and follows-up on findings referred by the OIG regarding program compliance with the LSC Act, Appropriations Act and regulations, including interpretation of regulations consistent with Office of Legal Affairs (OLA) opinions and overseeing the development of and compliance with corrective action plans by grantees, as appropriate.
Evaluates program performance by reviewing proposals for funding and related documents and makes recommendations for their resolution.
Conducts research and helps develop policy relating to the delivery of legal services to eligible clients as they relate to regulatory compliance, and participates in on-site capability assessment reviews and drafts pertinent reports therein.
Works with OLA regarding review and revision of current regulations and development of new regulations, as appropriate.
Assists the Director with preparation and maintenance of the office budget.
Works directly with the Director and Deputy Director on various special projects, and performs other related duties as assigned.
COMPETENCIES REQUIRED:
General: Makes sound, well-informed and objective decisions; influences, motivates and challenges others; knows LSC's mission, functions and operations; identifies and understands trends that affect LSC, its grantees and their clients; displays a high-level of initiative; and works with minimal supervision.
Technical/Specialized: Degree in accounting plus eight (8) years of experience; or any equivalent combination of education and experience totaling twelve (12) years. knowledge of the LSC Act, regulations, and appropriations riders governing expenditures of LSC funds; capacity to interpret regulations as they influence the legal services delivery system and the ability to design and implement changes that respond to regulations; and knowledge of federal policies and practices governing expenditures and the disposition of property and fund balances.
