BASIC FUNCTION:
The Office of Inspector General (OIG) of the Legal Services Corporation (LSC) is seeking a Senior Auditor, who will participate in performance, compliance, financial, and financial-related audits. The incumbent will report to the Audit Team Leader, and is under the general direction of the Assistant Inspector General for Audit.
Availability to travel up to 25% of time is required.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Plans and conducts performance, compliance, financial, and financial-related audits, reviews, and inspections to improve efficiency and effectiveness of LSC and grantee operations, to ensure compliance with laws and regulations, and to identify and/or deter actual and potential fraud waste, abuse, and mismanagement.
Serves as audit team member and as auditor-in-charge; provides independent and professional guidance to team members on all steps in the audit process, identifies significant audit findings, makes authoritative recommendations and resolves most complex audit issues; devises techniques to analyze and evaluate audit evidence and results; develops analytical opinions, findings, and recommendations; and leads and conducts entrance and exit conferences with auditees.
Prepares audit plans, audit programs, audit documentation, audit reports, and related correspondence; identifies significant audit areas that require decisions and presents recommendations and options on the direction the audit should take.
Develops and maintains a working knowledge of the laws and regulations relating to LSC specifically, and on nonprofit corporations, generally.
Conducts quality control reviews of independent public accountants who perform financial statement audits of LSC grantees.
Reviews proposed changes to professional standards, principles, and guidelines, and provides comments with respect to the impact proposed changes would have on LSC and grantee operations.
Assists in conducting OIG investigations, as needed.
Assists in the training of other staff members.
Performs other related duties as assigned
COMPETENCIES REQUIRED:
Basic Education and Experience.
Candidates must have a bachelor's degree and 8 years experience or an advanced degree and 5 years experience. The degree must be in accounting or in fields such as business administration, finance, or public administration, which included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of business law.
Specialized Work Experience.
In addition to meeting the basic education and experience requirements described above, candidates must have the following:
1. Strong working knowledge of generally accepted auditing standards, generally accepted government auditing standards, and generally accepted accounting principles. 2. At least 4 years of specialized experience. Examples of specialized experience include: auditing financial operations and accounts; reviewing and evaluating agency internal controls; and providing technical guidance for financial and performance audits of agency programs. Experience should demonstrate increased responsibilities and one year of experience should be at a fully qualified (non-trainee) level.
3. Expert knowledge of the principles, practices, and concepts involved with planning, conducting, and reporting on complex or high visibility performance or financial audits and/or evaluations.
SALARY AND BENEFITS:
The salary range, which includes locality pay, is $80,685 to $131,415, dependent upon qualifications and experience, plus an attractive benefits package, including a very generous 403(b) Thrift Plan. LSC is a Washington, D.C not-for-profit corporation and as such Federal employment rules, benefits, and retirement annuity offset requirements are not applicable to the position.
