BASIC FUNCTION:
Under the general direction of the Director and the Deputy Director, works with grantee programs to improve the delivery of legal services to the eligible population and performs any combination of the listed duties and responsibilities in the Office of Program Performance. Travel is required.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Promotes improvement of the grantees' capacity to provide high quality, effective and efficient legal services.
Evaluates program performance by reviewing proposals for funding and related documents and makes recommendations for funding.
Assesses approaches to the delivery of legal services and develops models that improve delivery.
Conducts research and helps develop policy relating to the delivery of legal services to eligible clients.
Conducts research and analysis of new and emerging issues affecting the operation of LSC.
Participates in on-site reviews of programs, drafts reports of findings and makes recommendations for program improvement. Evaluates legal work and the supervision of legal work.
Works with programs on their state justice activities in the competition review and program visit contexts.
Engages in other grants management activities, in addition to those listed above, related to the designing and implementing of the application process and the oversight of extant grants.
Drafts regulatory, program letter and policy language to implement and interpret requirements of the LSC Act and to implement LSC policy.
Works with the Office of Compliance and Enforcement (OCE) on on-site Quality and Case Service Reporting/Case management System reviews; on providing training and technical assistance to grantees and on other matters of mutual interest and concern.
Works with the Office of Legal Affairs (OLA) regarding interpretation, review and revision of current regulations and development of new regulations, as appropriate.
Works with the OLA, and others, as appropriate to interpret restrictions and their implementing regulations.
Performs other related duties as assigned.
COMPETENCIES REQUIRED:
General: Makes sound, well-informed and objective decisions; influences, motivates and challenges others; knows LSC's mission, functions and operations; identifies and understands trends that affect LSC, its grantees and their clients; is able to devise service delivery strategies to address those trends; displays a high-level of initiative; and works with minimal supervision.
Technical/Specialized: Admission to the Bar of the highest court in a jurisdiction, plus five (5) years of experience related to the delivery of legal services to low income persons (five years of equivalent legal experience will also be considered); capacity to interpret laws and regulations as they influence the legal services delivery system and the ability to design and implement changes that respond to these laws.
SALARY AND BENEFITS:
Salary dependent upon qualifications and experience, plus 13.10%Locality Pay. Excellent benefits package.
