2017 All Interested Parties Notice
We are providing notice of the availability of Basic Field Grant funds to provide civil legal aid to eligible clients during calendar year 2017.
We award grants through a system of competition, pursuant to our competitive bidding regulation 45 CFR Part 1634 and the LSC Appropriation Acts.
To compete for a Basic Field Grant, you must be a
- current recipient
- nonprofit organization that has, as a purpose, the provision of legal help to eligible clients
- private attorney or group of attorneys or law firms (either as a non-incorporated body or as a nonprofit)
- state or local government
- sub-state regional planning or coordination agency that is composed of sub-state areas whose governing boards are controlled by locally-elected officials
Grant applications for calendar year 2017 funding will be accepted for the specified service areas in competition. We will publish the listing of service areas in competition in the Federal Register and on this website.
Applicants filing a grant application for the service areas in competition must file a Notice of Intent to Compete and submit a grant application responsive to our Request for Proposals. LSC recipients who are submitting grant renewal applications do not file a Notice of Intent to Compete.
We evaluate grant applications based on the
- American Bar Association Standards for the Provision of Civil Legal Aid,
- LSC Performance Criteria
- LSC Regulations
- Request for Proposals
Our selection criteria are detailed at 45 CFR Part 1634.9. Pursuant to the statute and regulation, our competitive bidding process prohibits preference to current or previous recipients of LSC funds.
Applicants who file a competitive grant application must also complete the Fiscal Grantee Funding Application using the online application system. The Fiscal Grantee Funding Application will be available beginning April 11, 2016. The deadline for filing the Fiscal Grantee Funding Application is the same as the deadline for filing your competitive grant application. Refer to Key Dates for grant application submission deadlines that apply to you. Applicants who file a grant renewal application do not complete the Fiscal Grantee Funding Application.
All applicants applying to enter into agreements to subgrant basic field grant funds for 2016, as defined by 45 CFR Part 1627, will provide subgrant data to LSC using the subgrant application forms, which will be available April 11, 2016. The deadline for filing Step 1 of the subgrant application is the same as the deadline for filing your competitive grant or grant renewal application. Refer to Key Dates for grant application submission deadlines that apply to you. The deadline for filing Step 2 of the subgrant application is November 14, 2016 for all applicants applying to enter into agreements to subgrant basic field grants that start on January 1, 2017.
