SUBJECT:     Impact of 2000 Census on LSC’s 2002 Grant Awards

 

 

            To date, the Bureau of the Census has not released final 2000 poverty population data even though preliminary data has enjoyed wide circulation in the press.  It is anticipated that final numbers will be released sometime in 2002.  Several programs have inquired whether their 2002 grant awards will be affected by the 2002 release of final county poverty population figures.  (In order to use 2000 Census poverty population numbers, LSC needs county poverty population data not just statewide poverty population numbers.)

 

            The short answer is that 2002 grants will not be affected by the release of final poverty population rates.  The 2002 grants will continue to be based on 1990 Census data throughout 2002.

 

            LSC intends to apply the final 2000 Census numbers to the 2003 grant awards.  If final  2000 Census numbers are available at the time LSC publishes notice of 2003 competition, 2003 grant awards will be based on 2000 Census data.  If these numbers are not final by April, 2002, the date that LSC publishes in the Federal Register the competition notice, LSC plans to put applicants on notice that 2003 grant awards may be adjusted  based on the 2000 Census.
