RE: 2000 CSR Handbook

On April 7, 2000 during a panel discussion at the Equal Justice Conference in Houston entitled "Recent Development in LSC" several representatives from LSC grantees asked me questions related to LSC’s plans to issue a revised CSR Handbook for 2000. Concerns expressed during this meeting were wide ranging and included concerns that the Handbook would be issued in the middle of 2000 and would be retroactive to January 1, 2000; concerns that LSC’s grantees had not been given the opportunity to review the draft CSR Handbook for 2000; concerns that the revisions included in the revised CSR Handbook for 2000 would involve major changes which would be expensive for programs to implement; and concerns that the publication of a new Handbook in mid-year 2000 would lead to confusions and further errors in reporting.

Upon my return to Washington, D.C. following the Equal Justice Conference, I had the opportunity to discuss the concerns expressed to me in Houston with President John McKay and other LSC staff. As a result of these discussions, we have decided to defer publication of the CSR Handbook for 2000 and instead publish those changes that we believed we need to make at this time in a program letter. The attached Program Letter fully describes the amendments to the 1999 CSR Handbook we are now implementing.

I want to thank those program representatives who attended the panel discussion in Houston for clearly articulating to me their concerns about the release of the CSR Handbook for 2000. We heard your concerns and to the extent practicable and consistent with our other responsibilities and obligations, we have tried to address them.
