Creating New Pathways for DV Survivors to Access Legal Help
Innovative programs that leverage unlicensed practice of law reform to create new pathways to justice for domestic violence (DV) survivors are featured in this episode of Talk Justice. Community Justice Advocates of Utah manages the Certified Advocate Partner Program, which trains Victim Advocates at organizations throughout Utah to provide limited-scope legal help to DV survivors as they pursue civil protective orders or civil stalking injunctions. In Arizona, Innovation for Justice partners with community-based organizations to train, support and mentor domestic violence legal advocates. Since 2021, the Domestic Violence Legal Advocate Program has trained trauma-informed legal advocates at DV service providers to deliver limited-scope legal help on protective orders and certain family law matters.

Gabriela Elizondo-Craig
Gabriela Elizondo-Craig (she/her/ella) is a Professor of Practice at the University of Arizona James E. Rogers College of Law and Community Legal Education Programs Co-Coordinator at Innovation for Justice. Her primary research interest is understanding the law’s role as a social determinant of health, and the potential for improving health equity for systematically disinvested communities through critical legal empowerment.
Hayley Cousin
Hayley Cousin is the Executive Director of Community Justice Advocates of Utah (CJAU). Building on her experience leading the first Utah program to train nonlawyers to deliver legal services, she founded CJAU to empower nonlawyer advocates working with tenants, survivors of abuse, and individuals facing medical debt. Hayley’s work is grounded in the principles of community collaboration and legal empowerment. She graduated from BYU Law with honors and is a member of the Utah State Bar.
Maria Padilla
Maria Padilla is a Case Coordinator and Court Support at Emerge! Center Against Domestic Abuse, and an Arizona Certified Community Legal Advocate. She has worked at Emerge! for 13 years. She has had the privilege of working at the crisis hotline, shelter program, and community-based programs. She has worked with participants providing safety planning, goal planning, crisis counseling, case management support, providing domestic violence education, and life skills education. In 2017 she transitioned to the lay legal team at the Community Based Office working with participants who were referred via the lethality screening tool, APRAIS...
